This document was developed under the leadership of the Ministry of Health andLiberia’s six health professions boards: BALMLT, LBNM, LMDC, LINPAB, LPB and LEHB.
The current guidelines were adapted from the 2017 Standard Operating Procedures (SOP) on the same topic. Many thanks to the countless individuals and organizations who contributed to that original document, with special acknowledgment of LBNM, who spearheaded the implementation of the 2017 SOP and whose experience informed the 2023 version.
The Liberian Board for Nursing and Midwifery (LBNM) is an autonomous agency with exclusive power and authority to regulate and monitor nursing and midwifery education & practice in the Republic of Liberia as mandated by the Nurses & Midwives Act of the Liberian Code of laws. This mandate is to set procedures, guidelines, & Standards for the establishment & accreditation of nursing and midwifery training Institution in the Republic of Liberia.
This assessment tool is designed to support consistent, fair, and evidence-based evaluation of nursing and midwifery training institutions and clinical practice sites. Using the performance standards and verification criteria, assessors should document observations and provide constructive feedback appropriately. The tool has performance areas and verification criteria. Observations are documented by numerical scoring. Each verification criterion is scored using assigned weighted points when it is achieved and 0 points when it is not achieved. An indication of “NA” or Not applicable” is applied when the verification criteria are not applicable to the area being assessed. All compulsory “critical” criteria MUST be achieved 100%( Standards with asterisk* critical)

Professional accreditation is concerned with the quality of the profession and its work, from the perspective the public interest and community safety. It is part of a broader process of assuring the community that, having completed an accredited program of study, beginning professional practitioners have achieved agreed professional outcomes and are able to practice in a safe and competent manner equipped with the necessary foundation knowledge, professional attitudes and essential skills.These National Accreditation Guidelines are designed for all persons interested and involved in the accreditation of nursing and midwifery programs leading to registration in Liberia, including education providers, members of assessment teams, and others.

The Liberian Board for Nursing and Midwifery (LBNM) is the legal authority responsible for regulation in nursing/midwifery education and practice, including administering licensure exams for all basic and post-basic nursing and midwifery graduates in Liberia. This examination policy includes guidance on the examination schedule; content; scoring; notification of examination results; re-examination; challenging results; fraud, cheating, and misconduct; and license issuance.

The curriculum has been developed to serve as a standard tool for advancing midwives in the provision of quality midwifery and reproductive health care services. Upon completion, the midwife will receive a bachelor’s degree. Midwifery licensure is unchanged.
