International Consultant<\/strong><\/h3>\n\n\n\n

Position<\/strong>: Consultation for the Development of the Community Health Services Supervisors<\/p>\n\n\n\n

(CHSS) Curriculum<\/p>\n\n\n\n

Duty Station<\/strong>: Monrovia, with travel in and out of Liberia<\/p>\n\n\n\n

Reports to<\/strong>: Registrar\/Executive Secretary, Liberian Board for Nursing and Midwifery<\/p>\n\n\n\n

The Liberian Board for Nursing and Midwifery (LBNM)<\/strong>, authorized by the Liberian Public<\/p>\n\n\n\n

Health Law (Chapters 63 and 66 of Title 33), is the primary regulatory body responsible for<\/p>\n\n\n\n

overseeing the education, registration, licensing, and professional conduct of all nurses and<\/p>\n\n\n\n

midwives in Liberia. In alignment with its mandate, LBNM is committed to advancing the<\/p>\n\n\n\n

development of nursing and midwifery to ensure the highest standards of excellence for public<\/p>\n\n\n\n

health and safety.<\/p>\n\n\n\n

The mission of LBNM is to protect public health by ensuring that practitioners in nursing and<\/p>\n\n\n\n

midwifery are competent, ethical, and possess the necessary knowledge and skills as required by<\/p>\n\n\n\n

their roles under Liberian law.<\/p>\n\n\n\n

As an autonomous regulatory body, LBNM collaborates with various partners and stakeholders<\/p>\n\n\n\n

across Liberia. Currently, LBNM seeks an International Consultant with expertise in nursing,<\/p>\n\n\n\n

midwifery curriculum development, or public health, mainly focusing on community health. This<\/p>\n\n\n\n

consultant will develop the national community health program curriculum for Community<\/p>\n\n\n\n

Health Services Supervisors (CHSS).<\/p>\n\n\n\n

Background<\/strong><\/p>\n\n\n\n

The Government of Liberia is committed to achieving the Sustainable Development Goals<\/strong><\/p>\n\n\n\n

(SDGs)<\/strong>, including Universal Health Coverage (UHC), by working collaboratively with global<\/p>\n\n\n\n

partners. The community health program is a cornerstone of Liberia\u2019s healthcare system, making<\/p>\n\n\n\n

the development of a robust and effective curriculum critical. A well-trained workforce,<\/p>\n\n\n\n

particularly CHSS, is vital in reaching communities within and beyond a 5km radius.CHSS oversees community health workers in their assigned areas and serves as essential links<\/p>\n\n\n\n

between health facilities and communities, ensuring the delivery of quality health services at the<\/p>\n\n\n\n

grassroots level. As frontline leaders, they supervise and support community health workers and<\/p>\n\n\n\n

facilitate communication between healthcare providers and community members. Additionally,<\/p>\n\n\n\n

CHSS implements public health initiatives that directly impact population well-being.<\/p>\n\n\n\n

Recognizing the need for a strong foundation for these community health practitioners, the<\/p>\n\n\n\n

LBNM aims to establish a formal CHSS training program to be institutionalized in training<\/p>\n\n\n\n

institutions across Liberia. This curriculum will equip CHSS with the skills and knowledge<\/p>\n\n\n\n

necessary to address the unique health challenges faced by communities and contribute to<\/p>\n\n\n\n

building a resilient healthcare system capable of responding to current and emerging health<\/p>\n\n\n\n

needs.<\/p>\n\n\n\n

Objective<\/strong><\/p>\n\n\n\n

To recruit a qualified international consultant to support the development of a comprehensive<\/p>\n\n\n\n

CHSS curriculum aligned with national health priorities and global best practices.<\/p>\n\n\n\n

Required Qualifications<\/strong><\/p>\n\n\n\n

Education<\/strong><\/p>\n\n\n\n

\u2022 Master\u2019s degree in Nursing\/Midwifery Education, Public Health, Nursing<\/p>\n\n\n\n

Administration\/Education, or related fields.<\/p>\n\n\n\n

\u2022 Proven expertise in developing nursing, midwifery, or community health training<\/p>\n\n\n\n

programs.<\/p>\n\n\n\n

\u2022 Proven experience in community health, primary healthcare, and supervision.<\/p>\n\n\n\n

\u2022 Experience structuring nursing or midwifery curricula.<\/p>\n\n\n\n

\u2022 Experience working in developing countries.<\/p>\n\n\n\n

Experience<\/strong><\/p>\n\n\n\n

\u2022 Minimum of 10 years of experience in curriculum development and training in the health<\/p>\n\n\n\n

sector.<\/p>\n\n\n\n

Knowledge, Skills, and Abilities<\/strong><\/p>\n\n\n\n

\u2022 Clinical leadership, managerial, and administrative skills for effective duty execution.<\/p>\n\n\n\n

\u2022 Ability to support LBNM in conducting a comprehensive desk review and situational<\/p>\n\n\n\n

analysis of Liberia’s health system.<\/p>\n\n\n\n

\u2022 Expertise in developing curriculum frameworks and structures.<\/p>\n\n\n\n

\u2022 Ability to provide technical guidance on curriculum development, including learning<\/p>\n\n\n\n

objectives, content, and methodology.<\/p>\n\n\n\n

\u2022 Ensure curriculum alignment with national, regional, and international standards and best<\/p>\n\n\n\n

practices.<\/p>\n\n\n\n

\u2022 Experience overseeing the development of training materials and tools.\u2022 Ability to mentor and supervise the national technical working group, including the<\/p>\n\n\n\n

national consultant.<\/p>\n\n\n\n

\u2022 Experience leading the development of a comprehensive monitoring and evaluation plan.<\/p>\n\n\n\n

\u2022 Ability to build collaborative relationships with key stakeholders, including the Ministry<\/p>\n\n\n\n

of Health, non-governmental organizations, and community health programs.<\/p>\n\n\n\n

\u2022 Excellent understanding of strategic planning.<\/p>\n\n\n\n

\u2022 Proficiency in MS Office Suite (Word, PowerPoint, Excel), data analysis, and<\/p>\n\n\n\n

visualizations.<\/p>\n\n\n\n

\u2022 Discretion in handling confidential information and practical problem-solving abilities.<\/p>\n\n\n\n

\u2022 Strong teamwork skills.<\/p>\n\n\n\n
