
Job Title: Monitoring and Evaluation (M&E) Manager
Duty Station: Monrovia with travels in and out of Monrovia
Reports to: Registrar, LBNM
The Liberian Board for Nursing and Midwifery (LBNM) is the ultimate authority in regulating the
nursing and midwifery professions in the Republic of Liberia and progressively leads nursing and
midwifery development to their highest level of excellence for the health and safety of the public.
The mission of LBNM is to protect the public’s health and safety by providing reasonable assurance
that the people who practice Nursing and Midwifery are competent and ethical practitioners with the
necessary knowledge and skills required by their titles and roles under the laws of Liberia.
LBNM is an Autonomous Regulatory Body that works with other partners and stakeholders in the
Republic of Liberia.
LBNM seeks to recruit a qualified Liberian professional to serve as M&E Manager. The M&E
Manager is responsible for leading the design, implementation, and management of LBNM’s
monitoring, evaluation, learning, and reporting systems. The role ensures that LBNM
programs/projects, regulatory functions, inspections, examinations, accreditation, licensing, CPD, and
digital initiatives are systematically tracked, measured, and improved in line with national standards,
international best practices, and LBNM’s strategic objectives. The position strengthens evidence-
based decision-making, accountability, quality assurance, and continuous improvement across nursing
and midwifery regulation in Liberia.
Required Qualifications
EDUCATION
ü Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Public Health, Social
Sciences, Public Administration, or a related field from a recognized/accredited institution.
ü A Master’s degree in Monitoring & Evaluation, Public Health, Statistics, Development
Studies, or a related discipline is a strong advantage.
EXPERIENCE
ü Minimum of five (5) years of progressively responsible experience in monitoring and
evaluation or performance management.
ü Experience in regulatory bodies, health sector institutions, quality assurance systems, or
development programs is highly desirable.
ü Demonstrated experience in data systems, evaluations, and performance reporting.KNOWLEDGE, SKILLS AND ABILITIES
Knowledge
ü Strong understanding of results-based management, M&E frameworks, and data quality
assurance.
ü Knowledge of health systems regulation, accreditation, and quality assurance processes.
ü Familiarity with Liberia’s institutional and public-sector context.
Skills
ü Strong analytical and quantitative skills.
ü Proficiency in data analysis tools and software (Excel, databases, dashboards; additional
M&E software is an asset).
ü Excellent report writing, presentation, and communication skills.
Abilities
ü Ability to translate data into actionable insights.
ü Ability to work independently and manage multiple priorities.
ü Ability to engage effectively with diverse stakeholders at national and sub-national levels.
