Reports to: Administrator, LBNM
The Liberian Board for Nursing and Midwifery (LBNM) is the ultimate authority in regulating the
nursing and midwifery professions in the Republic of Liberia and progressively leads nursing and
midwifery development to their highest level of excellence for the health and safety of the public.
The mission of LBNM is to protect the public’s health and safety by providing reasonable assurance
that the people who practice Nursing and Midwifery are competent and ethical practitioners with the
necessary knowledge and skills required by their titles and roles under the laws of Liberia.
LBNM is an Autonomous Regulatory Body that works with other partners and stakeholders in the
Republic of Liberia.
LBNM seeks to recruit a qualified Liberian professional to serve as Human Resource Manager. The
HR Manager will support the Board’s strategic and operational objectives by coordinating human
resource management functions. The position is responsible for ensuring that LBNM attracts,
develops, motivates, and retains a competent workforce capable of effectively delivering on its
statutory mandate to regulate nursing and midwifery education and practice in Liberia.
Required Qualifications
EDUCATION
ü Bachelor of Science (BSc) degree in Public Administration, Human ResourceManagement,
Economics, Business Administration, or a related field from a recognized/accredited
institution.
ü A Master’s degree in human resource management, Public Administration, Management, or a
related discipline is an added advantage.
EXPERIENCE
ü Minimum of five (5) years of progressively responsible work experience in human resource
management.
ü Experience working within the public sector, regulatory bodies, health institutions, or
development organizations is highly desirable.
ü Proven experience in HR policy development, performance management, and staff capacity
building.KNOWLEDGE, SKILLS AND ABILITIES
Knowledge
ü Strong knowledge of the Labor Law of Liberia and HR best practices.
ü Understanding of public-sector HR systems and institutional governance.
ü Knowledge of performance management systems and HR digitalization.
Skills
ü Excellent leadership, people management, and interpersonal skills.
ü Strong analytical, organizational, and problem-solving skills.
ü Effective written and verbal communication skills.
ü Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and HR information
systems.
Abilities
ü Ability to work independently and manage multiple priorities under minimal supervision.
ü Ability to build strong working relationships with Management, staff, and external
stakeholders.
ü Ability to operate in a professional regulatory environment.
